    RECEIPT OF BIDS:

    Sealed bids will be received at the office of General Manager of the Central Utah Water Conservancy District, (the "OWNER" of the work), 355 West University Parkway, Orem, Utah 84058, until 10:00 AM MST on Monday, March 16, 1998, for furnishing all plant, materials, and labor and performing all work for construction of the East Juab Water Efficiency Project-Main Pipeline for the Central Utah Water Conservancy District. The award, if made, will be within 60 days after the opening of bids.

    PRE-QUALIFICATION:

    CONTRACTOR PRE-QUALIFICATION IS REQUIRED BY THE OWNER, and only pre-qualified bidders will be allowed to submit a bid. The PRE-QUALIFICATION STATEMENT must be obtained from the Construction Manager, completed in full, submitted, evaluated, and approved by the Owner before a bidder can submit a bid.

    All prospective Contractors will be advised at least 7 days ahead of the bid due date if they have been approved to bid on this project. Contractors approved to bid will be requested to submit sealed bids on this project based on the final specifications.

    DESCRIPTION OF WORK:

    The construction work, in general, consists of furnishing and installing approximately 16,200 linear feet of water pipe, sized 60-inch, and related appurtenances and reconstruction of surface improvements after installation of the pipe.

    SITE OF WORK:

    The work is located in and adjacent to the City of Nephi, Utah.

    COMPLETION OF WORK:

    Work under this contract shall begin on or before the tenth day after receiving written Notice to Proceed from the Owner. The work must be fully completed within two hundred (200) consecutive calendar days after the commencement date stated in the Notice to Proceed.

    OPENING OF BIDS:

    The bids will be publicly opened and read aloud at 10:00 AM MST on Monday, March 16, 1998. Any bid received from a bidder who is not pre-qualified or received after the closing time for receipt of bids will be returned unopened.

    OBTAINING CONTRACT DOCUMENTS:

    The Contract Documents are entitled "EAST JUAB WATER EFFICIENCY PROJECT - MAIN PIPELINE".

    The Contract Documents will be available after February 17, 1998 and may be examined at the following location:

    Those interested in purchasing individual sets of Contract Documents may obtain the ContractDocuments from the Construction Manager at the above address. The non-refundable cost for Volumes 1, 2 and 3, consisting of Contract Documents, Specifications, Plans, and Geotechnical Report is $100.00.

    This Contract is for a Federally Funded Project, and the prevailing rate of wages, as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, shall be paid for each craft or type of workman needed to perform the Contract.

    Bidders on this work will be required to comply with the President's Executive Order No. 11246 and with the Equal Employment Opportunity and Labor Standard Provisions. The requirements for bidders and contractors under this order are explained in the Specifications.

    Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Notice Inviting Bids or any resulting contracts.

    BID SECURITY:

    Each Bid shall be accompanied by a certified check, cashier's check, or a bid bond (acceptable to the Owner), in the amount equal to at least ten percent (10%) of the lump sum bid amount, payable without condition to the Owner as a guarantee that the bidder, if awarded the Contract, will promptly execute such Contract in accordance with the Bid and in manner and form required by the Contract Documents, and will furnish good and sufficient bond for the faithful performance of the same. The bid securities of the three (3) lowest bidders will be retained until the Contract is signed and satisfactory bonds furnished, or other disposition made thereof. The bid securities of all bidders except the three (3) lowest will be promptly returned after the canvass of bids.
