As part of the CUPCA Special Studies Program, $69 million is authorized for the construction of the Diamond Fork System. The water will come from the Strawberry Reservoir through the Syar Tunnel. Besides delivering needed water to Utah's more populated areas, this pipeline will enhance the Diamond Fork fishery by providing minimum and maximum stream-flow commitments.



Recreation Is A Major Benificiary

The CUPCA provides funding authorization for new recreational opportunities in Utah. More fishing, hunting, boating, water sports, camping and myriad other outdoor opportunities will be available through Completion Act funding. Some of the recreation developments authorized are additional improvements at Utah Lake, recreation development along the Provo River between Jordanell Dam and Deer Creek Reservoir, along the Provo River Parkway upstream of Utah Lake and the Great Salt Lake and general funding for improvements where needed at CUP reservoirs. Nearly 50 fish and wildlife projects will be undertaken. Recreational improvements and additions are directed toward fishing, boating, water skiing, camping and hiking at CUP reservoirs. Additional access areas will be developed for hunters and fishing enthusiasts.



Fish And Wildlife Mitigation/Enhancement Benefits

Approximately $140 million is authorized for expenditure on fish and wildlife improvements and conservation projects that will rehabilitate and enhance these resources while completing CUP water projects.

The Completion Act authorizes $22 million for rehabilitation and development of fish hatcheries, $39 million for acquisition, improvement and rehabilitation of wetlands, $16 million for fisheries acquisition and restoration, including stabilization of high mountain lakes and improvements to fish habitat in CUP streams. There also is funding for acquiring fisher access to streams and development of riparian habitat, watershed improvement and acquisition of land for wildlife habitat and improvement of lands with important wildlife habitat.

The CUPCA establishes the Utah Reclamation Mitigation and Conservation Commission. This is a federal commission appointed by the president responsible for the administration of CUPCA fund expenditures.

The Completion Act also provides funds for the operation, management and replacement of recreation, fish, and wildlife facilities.
