Water Conservation Credit Program

The Central Utah Project Completion Act, enacted by the U.S. Congress in October 1992, provided major water distributors and users an opportunity to conserve and save significant amounts of water (the CUPCA legislation only applies to areas within the Central Utah Water Conservancy District which includes Salt Lake, Utah, Wasatch, Duchesne, Uintah, East Juab, Sanpete, Piute, and Garfield Counties). The act provides a tremendous incentive by authorizing Federal funds to finance up to 65 percent of the cost of the water conservation measures.

To date, the water conservation program has resulted in the implementation of 33 projects which conserved almost 95,000 acre-feet of water during the 2004 irrigation season. These water conservation projects also provided nearly 14,000 acre-feet of water for instream flow purposes during that same period.

Water Management Improvement Study

Section 207 of the Act, entitled; "Water Management Improvement", authorizes a comprehensive program to study and improve water management within the CUWCD. Also included are a Water Pricing Policy Study, the Study of Coordinated Operations, and the Utah Water Conservation Advisory Board. There are six stated purposes of section 207:

·  encourage the conservation and wise use of water;

·  reduce the probability and duration of periods necessitating extraordinary curtailment of water use;

Definition of Conservation

The CUPCA legislation uses a unique definition of a conservation measure. Section 207(b)(3) of CUPCA defines conservation measures as “actions taken to improve the efficiency of the storage, conveyance, distribution, or use of water, exclusive of dams, reservoirs, or wells.” This definition allows the CUWCD to not only consider conservation measures that conserve water, but to also consider conservation measures that improve water operations.
